Aamar Dukan on Wheels

  • Objectives:-

    The Government of Assam has decided to introduce AAMAR DUKAN’s on wheels for the benefit of general public. It will help in employment generation to most of the unemployed youth of the state. It has been observed that the price of essential commodities are fluctuating in nature and sometimes the person who are doing wholesale business and retail trade business are trying to hoodwink the public, as a result the general public have to purchase essential commodities in higher prices. It is utmost priority of the Government of Assam to provide Essential Commodities as reasonable prices to the consumers. The Government of Assam has decided to appoint 1000 nosof AAMAR DUKAN on wheels throughout the State. The Govt will provide financial assistance of Rs. 50,000.00 to the selected beneficiaries and who will distribute the following essential commodities to the consumers in lesser prices compare to the prevailing market price.

    1. Rice
    2. Branded/Premium Rice
    3. Sugar
    4. Gur
    5. Pulses (Masur Dal)
    6. Pulses ( Moong Dal)
    7. Packaged Iodised Salt ( Tata, Nirma, Captain Cook etc.)
    8. PDS iodised Salt
    9. Biscuits and Confectionary
    10. Packaged Atta
    11. Packaged Maida
    12. Packaged Suji
    13. Tooth Paste
    14. Soaps (bathing and washing)
    15. Packaged Tea ( Tata, Golaghat, Nameri etc.)
    16. Spices (MDH, Sona, etc/Agmark/FPO products)
    17. Packaged Ghee
    18. Packaged Butter
    19. Channa Gota
    20. Moong Gota
    21. Potato
    22. Onion
    23. Edible Oil ( mustard oil, Soya, Dalda, Vegetable, Refined)

    Criteria:-

    1. Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Council will invite applications from the intending candidates in prescribe format.
    2. The eligibility for obtaining of licence for the purpose of AAMAR DUKAN on wheels is that, the applicant should be educated unemployed youth.
    3. The applicant should be permanent resident of Assam.
    4. He should attain the age of 18 years and above.
    5. His name should be registered in the Employment Exchange.
    6. The minimum educational qualification will be HSLC or equivalent.
    7. The Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils will invite applications and selection will be made on merit which includes :-

      a) Educational qualification

      b) Past experience if any, and

      c) Financial condition.

    8. A Selection Committee will be constituted under the Chairmanship of respective Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils and 3 (three) others members i.e.,

      a) Deputy Director of Supply/Asstt. Director of Supply will be the Member Secretary.

      b) Lead Bank Officer of the District. (Member).

      c) Respective Circle Officer.(Member).

    9. The Selection Committee will select the beneficiaries of AAMAR DUKAN on wheels.
    10. After selection the Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils and the Chairman of the Committee will sent the list to the Government for approval with intimation to the Director, FCS&CA, Assam.
    11. After approval of the Govt the grants in aid will be released to the beneficiaries through the Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils.
    12. An agreement will be executed between the Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils and the beneficiary before release of grant in aid. After the agreement is signed the beneficiary will move to the bank for loan and District authorities/ Sub-Divisional authorities/ Principal Secretaries of all Autonomous Councils authority will facilitatein getting the loans.

    Responsibilities of Beneficiaries :-

    1. The beneficiary will keep the commodities allotted by the Department in case of AAMAR DUKAN on wheels in addition to other commodities.
    2. The selected beneficiaries of AAMAR DUKAN on wheels is allowed to take profit margin of Rs. 2.00 to Rs. 3.00 per Kg./Per litr from consumers.
    3. The selected beneficiaries must abide by the direction of the Director, FCS&CA, Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils. Any lapse on their part will be viewed seriously and legal action may be initiated and also they will have to return the financial aid in addition with interest to the authority.
    4. The beneficiary should operate his shop as per the time schedule specified by the authority. Any lapses in this regard will amount to the cancellation of his licence.
    5. The area of operation will be specified by the local authority for each beneficiary.
    6. The AAMAR DUKAN holders on wheels must display the displaying board of prices while distributing commodities.
    7. The AAMAR DUKAN holders on wheels will lift commodities from the selected wholesalers/stockist as per direction of the respective Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils.
    8. The beneficiary should operate his shop as per the time schedule specified by the authority. Any lapses in this regard will amount to the cancellation of his licence.
    9. The AAMAR DUKAN on wheels should maintain stock book and distribution register for inspecting authority.

    Responsibility of the implementing Authority :-

    1. The District authority will convene meeting on each Monday to select the wholesalers from whom the beneficiary will lift the essential commodities.
    2. The wholesalers /stockist should issue essential commodities as per direction of the District authorities/ Sub-Divisional authorities/ Principal Secretaries of all Autonomous Councils authority on fixed prices.
    3. The AAMAR DUKAN on wheels holders will not refuse to lift commodities from the selected wholesalers/stockist.
    4. The Area Officer of FCS&CA will supervise the AAMAR DUKAN on wheels and have to submit the report on each Monday to the District authorities/ Sub-Divisional authorities/ Principal Secretaries of all Autonomous Councils authority.
    5. The Deputy Commissioners/Sub-Divisional Officers/Principal Secretaries of all Autonomous Councils can change the area operation of the selected of AAMAR DUKAN on wheels.
